I have a friend who would like to sell this to me, and just need to know what I should ask him details wise, and if this sounds like a good deal?
Ruger (assuming MKII) .270 sells new for 500 and up depending on stock and finish. Composite stock and blued finish will be at the lower end, laminate stock and stainless at the upper. A decent leupold starts around $300.

Leupold vx-II vs Redfield Revolution for Savage 99 - THR
I have a savage model 99 .308 that i plan on scoping for a fast handling very lightweight rifle. I am trying to decide between the Leupold vx-II 2-7, weighing 10.5 ounces vs the Redfield Revolution 2-7 weighing 11.1 ounces. The Leupold costs around $300, while the Redfield is around $130. Which scope would you put on a savage 99 .308 for elk and deer? Out of those two, I'd get the VX-II, however, you can get a lot better glass for the money. Whatever scope you get. I would get the heaviest crosshair pssible. issues I ran into were not be able to see the crosshairs at the last few minute of the hunt when you need it most. I'm from jersey the deer pressure state of the world it seems like. these deer just dont come out till last second. I've had leupolds and didnt care for any of them. Having owed 4 of them on alost ever gun I had. I ended up going to a Swarovski PH. 3x12x50. They are alot of money, but when its still leagal shooting...
